It's in there, immediately behind you on your right. Facing the utility door, turn to your right. Carefully walk around the edges until you can drop down onto the floor of the third floor There's a bit stick out with an over turned computer gizmo on it. There are several spots where the ceiling has been knocked down use a barrel or cart to climb up a debris ramp onto the top floor. If you don't feel like going through the offices, on the third floor, there is a hallway you leading into the room with the utility door. BEFORE you jump down there, look around and you should be able to find the switch on the wall to the left. You'll have to jump back down, and below, there will be a nuka-cola machine that's knocked down on its back. It's been annoying me too, but now I have a better idea of where to look now. The article mentions that you have to leave the Offices to the Depot to find the switch for the armory's door.
